Finally, Mayor Felter awarded Town Administrator James Leach with Citizen of the Year for 2017. Leach has been working for the town in many different capacities for over the last 50 years. He retired as the Chief of Police in 1999 and became the Town Administrator soon after. In addition to being active in recreational sports for his children and being an active member in his church, he has worked hard to put Jefferson in “the best financial shape we have ever been in” according to Felter.
